Can I protect a document so that it cannot be edited but can be merged/combined with other PDFs?

I want to be able have a PDF that cannot be edited and combine it with another PDF (unsecured).  I fiddled with security permissions, and neither enabling copying nor document assembly allowed me to merge the secure document.  Is there a way to accomplish this?
