Secured document and adding a page

I need information on adding a page to the document.

Vendor did validation work and the subsequent report is digitally signed. We need to include a page that will give information from my company on its impact. We want to maintain the Vendor report but It will not let me add the extra page. The vendor digitally signed and locked.
