Shared Review Document Control

I have a review department for my small business that is using Adobe Shared Review. They are wanting to use this for an uncoming sensitive document and would like to be able to secure this document and prevent readable copies from being distributed. This difficult portion of this problem is that the department has requested that the document is secure even from the people who are meant to have access to said document.

 

The current protocol regarding user access to their PCs means that every user is an Administrator which allows them to export security certificates and passwords can be shared with an external user. Is there a method that only allows the document to decrypted when viewed from the server but remains encrypted if saved localy?

 

I understand the current flaw is that the user can share their credentials and allow an external user access but at least then that user is held accountable.
