The pdf statments that I download from my bank some how acquire password protection, even though the bank IT techs claim they do not set password security. Now, when I use Acrobat X to try to turn off password Security, it asks for a "Permissions Password

The pdf credit card statements that I download from my bank web site some how have acquired password security, despite the fact that the bank IT people say that they do not set password security.

Until now, I have used Acrobat X Std. to turn off password security.

However, with the latest statement, the document is now requiring a "permissions password" which does not exist.

Has anyone experienced this type of password security being randomly set?
