Creating a Fill-able PDF with password protection that can be saved then sent back and forth though the e-mails

Hi

I am trying to create a fill-able PDF form, that requires a client to use a password to open and fill out the form, then will save the data for e-mailing (as an attachment) but maintain encryption requiring a password to reopen and view the fill in PDF form.  How can this be done, in it's most simplest form, all this using Acrobat Reader.
