When I click on Sign, all I get are the little boxes, waiting to connect. Why?

When I click on the Sign menu item, after selecting Fill & Sign from Tools, nothing happens. The little "waiting" boxes appear and nothing beyond that happens. Has this happened to anyone else and how can I fix it?
